 For the characteristic small scale, widely scattered and rural based milk production in Bangladesh, it requires efficient methods of procurement, processing and distribution to urban consumers. An efficient marketing system thus has greater importance to link the rural milk producers with the distance urban consumers. For the lack of an efficient marketing facility and profitable return from milk farmers are losing their interest in milk production and thus the immense potential of dairy in Bangladesh, for supplementing the income of rural poor farmers and poverty alleviation, is being unexplored. The present study aims to explore an effective milk marketing model which will bring efficiency in milk marketing and also ensure sustainable dairy development. Three major aspects which are focused in this study are existing milk marketing structures in Bangladesh, performance of not-for-profit rural based organizations in milk marketing, and the factors affecting the effectiveness and sustainable issues in dairy development.
 The study was conducted in Pabna-Serajganj district as it is one of major intensive milk producing area in Bangladesh and different types of milk marketing organizations are operating in the area. Data was collected by field survey method through direct interviews with the respondents by using questionnaires. Tabular analysis was carried out using the statistical tools like means, ratios, percentages etc.
 Chapter I of this thesis provides the background and relevance of this study. Chapter II reviews the literature on economics of milk production, marketing pattern of milk and price spreads, economics of milk marketing, and impact of milk co-operatives on dairy development. Chapter III provides the methodology used in this study.
 Chapter IV discusses the existing milk marketing structures in the study area and the efficiency of different marketing channels. It was revealed that for the disposal of farmers’ milk there were both the traditional and organized milk market in the study area. Different milk marketing agencies were milk vendor, creamery and sweet shop in traditional sector, and dairy co-operatives, BRAC and private company in organized sector. Dairy co-operatives had the leading share in milk market. There were eight different marketing channels of which five were in traditional sector and the rest three were in organized sector.
 Marketing cost was lower in rural-rural marketing channels compared to rural-urban marketing channels for low transportation cost. Again this cost was lower in traditional channels compared to organized channels. But the milk procurement and processing system in traditional channels was traditional and unhygienic, where as it was scientific and hygienic in modern organized marketing channels. For lower marketing cost the marketing margin was higher in traditional channels. Among the different channels in organized sector the marketing margin was lowest for dairy co-operatives as a result of its highest marketing cost. The major factor responsible for highest marketing cost was its higher fixed and administrative cost. This resulted from under capacity use of its chilling centres and milk plants. The other factor is that dairy co-operatives give better working condition (higher salary and standard working hours) to its employees, which is absent in BRAC and private Company. The dairy development expenses of co-operatives were also higher. These factors resulted in lower margin for co-operatives compared to the other two agencies (BRAC and private company).
 In organized sector Private Company is a profit-organization which operates only for the objectives of gaining maximum profit without caring producers’ or consumers’ interest where as BRAC and dairy co-operatives are two not-for-profit member based organization. Thus Dairy co-operatives and BRAC are considered to have more potential to serve the interest of both the producers and consumers.
 Chapter V evaluates the performance of dairy co-operatives and other not-for-profit rural based organizations in milk marketing. It was found that the Primary Milk Producers’ Co-operative Society is an organized facility in the area to the rural dairy farmers for the marketing of their milk. The societies were proved to be a little viable to give competitive monetary return of milk to the co-operative member farmers compared to the non-members. Inadequate support services, low price of milk, minor additional returns of dividend and bonus, lack of an efficient and democratically controlled management, lack of awareness about the effectiveness of co-operative business among the dairy farmers and weekly payment system of milk price were the key factors causing the low performance of dairy co-operatives.
 BRAC is also a not-for-profit rural community based organization like dairy co-operative. During its three years of operation the organization has been proved to be economically viable to some extent, but the organizational infrastructure was found very weak. The coverage of membership and size of its milk business was found very low. There is no provision for support services to the members.
 BRAC emerges as a competitor of dairy co-op in the milk market under the background of lack of economic efficiency and inefficient management of dairy co-op. Dairy farmers, previously selling milk to private traders, joined BRAC for a guaranteed market and higher price of milk. Although BRAC was found to be economically viable to give higher prices to member farmers compared to dairy co-operatives but there is lack of integrated approach in its dairy business. There is also no provision for democratic control of BRAC management.
 Chapter VI discusses the effectiveness issues in milk marketing and the factors causing the low performance of dairy co-operatives. Although dairy co-operatives were found having lack of efficiency in milk marketing compared to BRAC and other marketing agencies, but it has a more rational and effective approach of milk marketing compared to other marketing agencies considering the effectiveness issues such as its provision of support services, extension and training services, dividend and bonus, democratic member control, transparency in co-op financial status to members, training of staff, co-op education for and motivation of farmers, better working condition for employees, and quality and safety food supply to the consumers at reasonable price. The member-oriented effectiveness is the core concept in the performance of dairy co-operatives.
 For the structural adjustment program of Bangladesh Government due to economic globalisation, the co-operatives are facing increasing competition from various agencies and experiencing low performance. Lack of effective member participation, both in democratic governance and economic activities, caused the dairy co-operatives to have low efficiency in milk marketing. The alarming low level of member participation was caused by lack of efficiency, lack of democratic control of management, lack of sufficient and appropriate services of co-operative, lack of formal and co-op education among members, distance from house to co-op and the difference in farming characteristics. For an inadequate equity of co-operative resulted from low member savings and low retained earnings, the co-op was not able to give sufficient member promotion services which caused low member participation. This resulted low level of milk production, low quantity of milk procurement, under capacity utilization of procurement and processing capacity, high marketing cost, low profit and low retained earnings. Thus there remains a vicious cycle of ineffectiveness and inefficiency hindering the potential role of dairy co-operatives in Bangladesh.
 In conclusion (chapter VII) the study suggests that co-operatives should emphasize effective member participation in decision-making process and in business activities to overcome this situation. This can be done by extending proper co-op education and motivation among farmers, by developing proper member-management communication, and by emphasizing the diversity in needs and preferences of different farmer groups. Effective member participation in business activities will increase the quantity of milk procurement, ensure optimum use of its procurement and processing capacity, decrease the marketing cost and increase the profit. This will result increasing retained earnings and equity for co-operatives. The co-operatives will be able to promote the member promotion services which will further accelerate the milk production of farmers, encourage them to market increasing quantity of milk through co-operatives and enhance the milk market. Through effective member participation in decision making process the democratic control of co-op will be possible. It will ensure the transparency and accountability of co-op management. Members will be able to address their developmental needs and incorporate it in the policy of their organization.
 Thus a better working condition for its employees and quality milk supply at reasonable price to consumers will also be ensured. This will benefit all of the producers, consumers and co-op employees alike. By replicating the experience of dairy co-op to other areas of the country, enhancement of its key role for dairy development will be possible.
 The study also recommends implementation of a sound marketing policy by the Government to maintain the quality of milk in the market for the interest of consumers. Necessary infrastructure for veterinary facility and transportation network of milk should also be developed through public sector. Subsidized credit especially for the small farmers will help them to survive in the competitive market.

要旨和訳

 バングラデシュでは農村部における牛乳生産の零細・分散性の故に効率的な集乳、処理・加工および都市部の消費者への流通を必要とする。 効率的なマーケティング・システムによって農村の生産者と都市の消費者を結びつけることがますます重要になっている。

 効率的な施設の欠如と生産者からの価値収奪は農民の生産意欲を損ない、本来酪農が有しているポテンシャル、 即ち貧しい農民たちの収入を補い貧困を軽減する力を発揮し得ないでいる。

 本研究は牛乳マーケティング・システムの現状を調査し、効率的なマーケティングと持続的な酪農発展を可能とする有効なモデルの探求を目的とする。 分析視角は①バングラデシュにおける既存の牛乳マーケティング構造の解明、②農村部における非営利組織による牛乳マーケティング活動の実績評価、 ③酪農の発展に有効な要因の分析、である。

 調査対象地域はパブナとセラジガンジ地域である。選定理由は①バングラデシュで最も集約的な酪農地域であること、 ②種々のタイプの牛乳マーケティング組織が存在していること、の二つである。データは質問表を用いての直接面接による聞き取り調査によって集められた。 表の分析は平均値、割合、百分比など統計的な手法を用いた。

 第1章では本研究の背景と関連について論述する。第2章は先行研究を①牛乳生産の経済、②牛乳のマーケティング・パターンと価格差、 ③牛乳マーケティングの経済学、④酪農発展と酪農協同組合(以下、酪農協と略称)、に分けて概観する。第3章では本研究の方法論が述べられる。

 第4章は調査地域における既存の牛乳マーケティングの構造と種々のチャネルの効率性が分析される。その結果、 この地域では農民の牛乳販売は伝統的な市場と組織された市場の双方でなされていることが判明した。 前者はミルク・ベンダーと呼ばれる中間業者,クリームやお菓子のお店(業者)、後者は酪農協,BRAC(非営利組織)および私企業である。 後者のひとつである酪農協は牛乳市場で主導的なシェアを持っている。8つの異なったチャネルがあり、そのうち5つは伝統的なセクター、 残りの3つは組織されたセクターである。販売コストは農村間のチャネルの方が農村―都市間のそれよりも輸送コストが低い。 そのコストは伝統的なチャネルの方が組織されたそれよりも低い。しかし、前者は集乳と処理・加工のための施設が古く、 非衛生的である。一方、後者は近代的で、衛生的である。また、前者は販売コストは低いがマージンは高い。 後者の諸チャネルのうち酪農協の販売コストは最高で、マージンは最低である。これはクーラーステーションと牛乳プラントの稼働率が低いからである。 その他の要因としては①BRACと私企業にはない従業員の労働条件の良さ(高賃金と標準的な労働時間)、②協同組合が酪農の発展に用いる費用の高さ、があり、 その結果、協同組合のマージンは他の二つの機関(BRACと私企業)に比べて低くなっている。 私企業は最大限の利潤が目的であり、 生産者と消費者の利益を考慮することは少ない。一方、BRACと酪農協は共に非営利組織であり、生産者と消費者の利益に奉仕するポテンシャルをより強く有している。

 第5章は酪農協とBRACの牛乳マーケティング活動についてその実績を評価する。前者の基礎組合は農村の生産者にとって牛乳の共販施設である。 それらの組合は組合員に対して若干の経済的利益を還元している。しかし、不適切な支援サービス、低乳価、僅かな配当とボーナス、 効率性と民主的運営の欠如、酪農民自身の間での協同組合事業の有効性に関する自覚の欠如および乳価の毎週一回支払い制は酪農協の低い実績の主要な要因になっている。 BRACは酪農協と同じ非営利組織であり、農村コミュニティに依拠している。この組織は3年間の実績を通して経済的に存続しうることを実証している。 しかし、その基盤は非常に弱い。組合員の加入率は低く、牛乳事業の規模は小さい。組合員に対する支援サービスの準備は出来ていない。 BRACは酪農協の非効率な経済性とマネージメントを背景に、そのライバルとして登場する。民間の業者に牛乳を売っていた生産者は保障された販路と高乳価のためにBRACに加入した。 BRACは酪農協より高乳価を支払い得たが酪農事業の系統的なアプローチに欠けている。BRACのマネージメントには民主的な管理規定はない。

 第6章は酪農協による牛乳マーケティングの有効性と低い実績の原因について検討する。 酪農協はBRACと民間企業に比べて効率性に欠けるが他の牛乳マーケティング機関に比べて合理的で有効なアプローチである。 具体的には①支援サービスの準備、②普及と訓練サービス、③配当とボーナス、④民主的運営、⑤財務状況の公開、 ⑥スタッフの訓練、⑦農民に対する協同組合教育と動機づけ、⑧従業員の労働条件の改善、⑨消費者への適正価格での安全食品の供給、である。 組合員に根ざした有効性は酪農協の実績評価の核となるコンセプトである。 経済的なグローバリゼーションによるバングラデシュ政府の構造調整プログラムのために、 協同組合は競争激化と実績の低迷に直面している。有効な組合員参加による民主的ガバナンスと経済活動の両面の欠如は酪農協の牛乳マーケティングにおいて効率性を低めている。 組合員参加の驚くべき低さは①非効率性、②非民主的運営、③不十分で不適正なサービス、④公的教育および協同組合員教育の欠如、⑤家から組合までの遠距離、 ⑥農業そのものの多様性、などに起因している。その結果、低い牛乳生産と集乳量、集乳および処理・加工施設の低稼働率、高いマーケティング・コスト、 低い収益性をもたらす。バングラデシュの酪農協はその有力な役割が期待されているにもかかわらず非有効性と非効率性の悪循環に陥っている。

 第7章の結論では、協同組合がこの事態を克服するために意思決定プロセスと事業活動の両面で有効な組合員参加の必要性を強調する。 これは組合員の間での適切な協同組合教育と動機づけ、組合員のマネージメント・コミュニケーションの発展および農民諸階層の多様な要求と好みの重視、 によって可能になる。事業活動での有効な組合員参加は牛乳の集荷量を増やし、集乳および処理・加工施設の稼働率を高め、マーケティング・コストを低めて収益を増加せしめる。 協同組合は組合員に対する支援サービスを強化し、それによって農民の牛乳生産と協同組合への出荷量を増やし、市場が拡大する。 意思決定プロセスへの有効な組合員参加によって協同組合の民主的管理は可能になる。組合員は自分たちの発展的な要求や好みを表明し、 政策決定に参画することが出来るようになるであろう. このようにして従業員の労働条件の確保と消費者にとっての適正な価格(reasonable price)での良質な牛乳の供給が確実なものになる。 これはすべての生産者、消費者および協同組合労働者を共に利することになろう。 酪農協の経験をバングラデシュの他の地域に生かすことは酪農の発展に果たす協同組合の重要な役割をさらに大なるものにするであろう。

 本研究は最後に政府の健全なマーケティング政策の実行について提言する。ひとつは消費者の利益にかなう市場での牛乳の質の維持である。 もうひとつは家畜診療施設や牛乳の輸送ネットワークに必要なインフラストラクチャーの公的整備である。 さらに言えば、特に小農民に対する信用供与は彼等が競争市場で生き残ることを助けるであろう。
